Great tattoo artists in Washington that UPS guaranteed work w / touch-free?

I live in Bellevue, WA. I really want to get a new tattoo. I have several, well, do not keep my skin color very well. There are a number of places, that their labor warranty with free touch-ups (3-6 months, and life!) But with what I want I do not think I would ever afford to go the tattoo and the expenditure of state to get. Any recommendations?

I think it is a place on Pacific Ave in Lakewood / Tacoma area. This is where my husband and some friends went to his military. Some of them were very pale.
